Willis was a Mobian Penguin residing in Knothole during the First Robotnik War. He had the role of justice of the peace in a wedding play put on by the Knothole Freedom Fighters which Robotnik attacked. Willis got rather offended by the invasion stating that it occurred in holy ground. (StH: #18)
